As the Assistant Secretary for Civil Rights at USDA, Mr. Parker earned the trust and respect of stakeholders interacting with USDA. He played a key role in resolving class action litigation through mediation. Mr. Parker’s expertise in facilitating the resolution of complex and emotional issues by bringing parties together has gained national recognition.
