The VBP Group is headed by Vernon B. Parker, who served as the first ever Assistant Secretary for Civil Rights at the United States Department of Agriculture. Mr. Parker inherited an organization fraught with criticism from Members of Congress, community-based organizations and the national media. He, along with his team, was able to reverse years of problematic actions, and bring the affected parties together resulting in institutional changes. Mr. Parker has taken this expertise and applied it to assist public and private sector clients.

Prior to the formation of the VBP Group, Mr. Parker dedicated much of his professional and legal career to public service. In addition to serving as an Assistant Secretary at USDA, Mr. Parker served as Director of Policy, and later as General Counsel of the United States Office of Personnel Management. He has also served as a Special Assistant to the President of the United States. Moreover, the VBP Group’s principals have unique and well established relationships with Historically Black Colleges & Universities, Hispanic Serving Institutions, 1994 Tribal Colleges and similar community-based organizations.
